Suspension Appeal
Procedures
Under subsection 309 (1) the following persons may appeal, to the Board, a principal's decision to suspend a pupil under section 306:
- The pupil's parent or guardian, unless,
- the pupil is at least 18 years old, or
- the pupil is 16 or 17 years old and has withdrawn from parental control.
- The pupil, if,
- the pupil is at least 18 years old, or
- the pupil is 16 or 17 years old and has withdrawn from parental control.
- Such other persons as may be specified by Board policy.

It is the policy of the Nipissing-Parry Sound Catholic District School Board to afford the parents (or student, if an adult) a hearing regarding: a referral for the expulsion of one of its students, and an appeal of the suspension of one of its students; and to conduct the hearing in accordance with this policy. Board Programs for Expelled
Students
The Board is committed to ensuring that all students who are expelled have an opportunity to continue their education. The Education Act requires school boards to:
- provide at least one program for students who have been expelled from all schools of the board; or
- assign a student who has been expelled only from his or her school to another school of the board.
Appeal of Expulsion
Pursuant to subsection 311.7(1) of the Education Act and Regulation 472/07 under the Act, an appeal of a Board's expulsion decision is to the Child and Family Services Review Board ("CFSRB") in accordance with the Rules of Procedure of the CFSRB, and Regulation 303/01 under the Child and Family Services Act. Emergency Response Plan - Lockdown
Procedures
The Nipissing-Parry Sound Catholic District School Board is committed to maintaining a safe learning environment for all students, as such the Board recognizes that in life-threatening type situations student safety is best achieved by 'locking down' the school rather than implementing a general evacuation. In such instances the Principal shall suspend the normal daily routine and require all students to remain in or proceed to designated areas within the school until such time as the police determine it is safe for the regular routine to resume. Emergency lockdown procedures are initiated should a high risk incident involving weapons, hazardous environmental situation, severe weather warnings, serious incidents in the community, unauthorized entry, hostage taking, hold-up or other dangerous or violent incidents which could pose an immediate threat to life. Search and Seizure in a School
Setting
The Nipissing-Parry Sound Catholic District School Board supports its staff in the maintenance of law, order and discipline in its schools and during school functions on and off school property. The Nipissing-Parry Sound Catholic District School Board therefore prohibits the possession, on school property or at authorized school functions off of school property, of substances or objects that may threaten good order, discipline and public safety. The NPSCDSB therefore authorizes Principals or their designates, on the basis of reasonable grounds to believe that a student or visitor is in possession of a prohibited substances or object, and in accordance with these procedures, to conduct searches and, where necessary, to seize prohibited substances or objects. School Premises
It shall be the policy of the Nipissing-Parry Sound Catholic District School Board that, consistent with Christian principles, each school provide a safe and welcoming environment. Exclusion under The Education
Act
Clause 265 (1) (m) of the Education Act addresses access to a school or classroom. It provides that it is the duty of a principal of a school:
"Subject to an appeal to the board, to refuse to admit to the school or classroom a person whose presence in the school or classroom would in the principal's judgment be detrimental to the physical or mental well-being of the pupils."
In this regard, a principal has the authority to refuse to admit to the school a person whose presence in the school would, in his or her judgment, be detrimental to the physical or mental well-being of the pupils, subject to an appeal to the school board.
In order to appeal this exclusion, a parent/guardian/adult student may write to the Director of Education of the Board. An appeal of the decision to exclude a student must be in writing and the notice of appeal must include the specific reasons for the appeal, including why the party believes that the exclusion should not have been imposed. Freedom of information and protection of privacy are important issues in a school context. In the course of carrying out their duties under the Education Act, principals and vice-principals gather, generate and retain a great deal of information regarding their students. This information is often very sensitive and may include facts regarding a student's academic performance, conduct, health, family status and residence. Learn More
Code of Conduct
Each person is created in God's image and thus possesses an inherent dignity that must be reverenced. In the Catholic tradition, "discipline", derived from the word "disciple", should be understood as self-discipline, a growth into the self-control and integrity that allows us to live as a disciple of Jesus in our relationship with self, others and God.
In establishing discipline and a Code of Conduct, the Nipissing-Parry Sound Catholic District School Board expects to foster a safe learning and teaching environment in which a student will become a reflective creative thinker who makes decisions in light of Gospel values; a self-directed responsible learner who develops a positive sense of self and respect for the dignity and welfare of others; a caring individual who relates to others in a compassionate and respectful manner; and a responsible citizen who accepts accountability for one's own actions and contributes to the common good.
It is the policy of the Nipissing-Parry Sound Catholic District School Board, therefore, to have a Code of Conduct which sets out clear standards of behaviour which apply not only to students but to all individuals in the school system -staff, visitors, volunteers, parents or guardians- whether they are on school property, on school buses or at school-authorized events or activities. It shall be the policy of the Nipissing-Parry Sound Catholic District School Board that all students wear appropriate attire as part of a collaborative effort to establish a safer and more responsible learning and teaching environment. Learn More
Student Use of Alcohol, Tobacco and
Other Drugs
Life and physical health are precious gifts entrusted to us by God (The Catechism of the Catholic Church #2288). Therefore it shall be the policy of the NIPISSING-PARRY SOUND CATHOLIC DISTRICT SCHOOL BOARD to promote the health, social, personal and spiritual well-being of all students. Recognizing that the use of alcohol, tobacco and other drugs can be detrimental to the well-being of the individual and may interfere with the student's ability to learn, the Board supports a comprehensive approach regarding student use and abuse of alcohol and other drugs.* This approach includes:
- prevention of drug use through education
- intervention and counselling, and
- disciplinary procedures.
In this policy the reference to drugs encompasses the use and abuse of the illicit drugs, performance enhancing drugs, tobacco, alcohol, inhalants as well as the non-medical use of prescription drugs. Learn More
